			<content:encoded><![CDATA[<div>A public hearing is set for Thursday, September 8th, at the Montgomery County Planning Board regarding the proposed relocation of the First Baptist Church of Wheaton (FBCW) to Emory Church Road in Olney. 			<content:encoded><![CDATA[<p>At our July 12th meeting, GOCA delegates voted against busing Farquhar Students to the Tilden Holding School. Here is the resolution:</p>
<p>&#8220;Now therefore be it resolved that GOCA supports the PTA’s position that busing Farquhar Middle School students to the Tilden Holding Center for two years would not be in the best interest of the students.”</p>

			<content:encoded><![CDATA[<p>Matt Zaborsky announced that the minutes would be a succinct summary of the meeting rather than a verbatim document.</p>
<p>Don Feltman and Ed Kubis of Olney Assistive Living Partners described the memory care building planned for the Church of Christ at Olney property under contract. Of brick and stone, the building will be divided into four communities of 16 residents and designed with dignity and respect for the residents and surrounding community. Ron Ladue of REMAX Realty, representing Church of Christ, helped answer questions.</p>
<p>Melinda Peters and Carla Julian of the ICC Project gave us an update of Contract A, which will open February 22, weather permitting, and be free until March 6. After the ICC is built, an office at I 370 and the ICC will be available for questions. Please see below post on the website for complete details.</p>
<p>Brad Branch introduced the Prometheus Radio Project, and Arnie Gordon suggested a committee be formed to determine its feasibility. Barbara Falcigno untabled the motion to make a $250 donation to the Olney Boys and Girls Club, and  after careful deliberation GOCA Delegates voted against this motion. Arnie Gordon’s resolution to support the Montgomery County’s Organizational Reform Commission’s recommendation to merge the park police and county police was passed unanimously.</p>

			<content:encoded><![CDATA[<p>Arthur Holmes, Jr., Montgomery County Director of Transportation, gave us an update on the progress of the ICC and told us there will be a Bus Rapid Transit (BRT) on the ICC. The first county road to have a BRT will likely be Viers Mill Road. The county has adopted the Transportation Policy Area Review (TPAR) to identify future transportation solutions and Mr. Holmes emphasized that his task is to serve the community. Mr. Holmes, Fred Lees, and Bob Simpson answered our many traffic questions.</p>
<p>Committee reports included Civic Federation land use concerns, and Arnie Gordon wrote a resolution that GOCA support Bill 60-10, Erosion and Sediment Control, but the resolution was withdrawn.</p>
<p>The results for the GOCA leadership team will be announced at the February 8th meeting. Candidates selected by the nominating committee were accepted at the January 11 meeting with no further nominations. The candidates and the positions for which they are running are:</p>
