Maryland State Highway Administration (SHA) and the Maryland Transportation Authority (MDTA) plan to open Contract A of the Intercounty Connector (ICC) Project on February 22, 2011. This opening is weather permitting and could push if winter weather further impacts this schedule.

Citizens will be able to “test drive” the ICC at no charge between its opening on February 22 through March 6. The test-drive period will give motorists an opportunity to become familiar with the highway’s all-electronic tolling and variable pricing, while allowing us to test the tolling equipment under actual traffic conditions.

Though this section of the ICC will be open to traffic in February, construction is not complete. SHA plans to fully complete Contract A this summer. Some remaining construction activities will still need to occur, some during night time hours. Work that will need to be completed after the roadway opens to traffic includes the following activities:

Paving and striping

Completion of storm water management ponds

Landscaping

Bike path

Minor signing and lighting

Final surface paving and striping are still necessary on the west end of Contract A from Shady Grove Road to MD 355 and on the Metro Access Ramps. Surface paving will also need to be completed west of Emory Lane to east of MD 97—which includes the new ramps on MD 97. The majority of this paving will be conducted during night time hours. They will provide advance notification before they start this night time operation.

The local roads that still need final paving near the ICC are Shady Grove Road, Redland Road, Overhill Road, Olde Mill Run, Needwood Road, MD 115, Emory Lane and MD 97. The paving on MD 97 will also need to be completed during night time hours.

The Maryland Transportation Authority (MDTA) will own, operate, and maintain the ICC. For more information on tolling for the ICC, you can visit http://www.mdta.maryland.gov.

From Odessa Phillips, about road closures and stoppages this weekend:

I want to notify you of work activity scheduled to occur this weekend and into next week near Georgia Avenue and Emory Lane. As you know, we have had a very rainy Spring thus far. The weather has impacted our ability to complete certain activities necessary to advance ICC construction.

This weekend, crews will be working to complete the paving activities on Emory Lane, adjacent to the ICC right-of-way. We expect work to begin at 7am on Saturday and 9am on Sunday. We have posted variable message signs along Emory Lane notifying travelers of the expected lane switch next Tuesday, April 21, 2009, weather permitting.

Additionally, many interested individuals may have noticed variable message signs along Georgia Avenue notifying travelers of a road closure to occur tomorrow. This activity has been postponed until next Tuesday, April 21, 2009, weather permitting. The ICC is doing utility work that requires road stoppages as a safety precaution. Crews will begin setting up the necessary equipment in the northbound direction as early as 7am Tuesday morning. Setup in the southbound direction will not begin until 10am, after the morning rush hour period. Subsequently, the actual roadway closure will not occur until after 10am. The road will be closed for a maximum anticipated period of 15 minutes while utility wires are passed over the travel lanes. We sincerely apologize for any inconvenience this work activity may cause.

If you would like to find out more about the ICC, please visit the project website www.iccproject.com. It is my hope that you will share this information with your community members and advise them to contact me if they have any comments, questions, or concerns about project activity. I can be reached at the Office of the Intercounty Connector, 301-354-8715 or by email at ophillip@iccproject.com.

Thank you for your patience as we continue construction of this important project.

Sincerely,

Odessa L. Phillip, PE
ICC Community Liaison, Contract A
Office of the Intercounty Connector
