			<content:encoded><![CDATA[<p>On Tuesday at the GOCA meeting we will have Joe Beach, Director of the Office of Management and Budget for Montgomery County who will discuss the budget and the financial resources available to address it. He will review the structures of fixed and variable costs, the major cost centers and the duties of the County Executive and the County Council in these areas. He will also show us how the process progresses and note where we as citizens can have input in the proposals.</p>
<p>The second presentation will be from Arnie Gordon (a member of the Tax Assessment Appeals Board) who will give us information on how to appeal a Property Tax assessment.</p>
<p>Joy Turner from the Sandy Spring Citizens Association will speak briefly about the proposal to put an EZ Storage facility on Route 108 where the rental business used to be located.</p>

<p><strong>Community Conversations:</strong> starts at 7:00pm. Matt Zaborsky and Joe Buffington will discuss help for those facing foreclosures and provide information that can be printed in the HOA newsletters. We would also be interested in hearing how HOAs have been handling issues raised by foreclosures in their neighborhoods.</p>
<p><strong>GOCA Meeting:</strong> starts at 7:45pm Our meeting will feature a presentation by the League of Women Voters on the issues of ballot questions to be put before Montgomery County residents this fall and A PEPCO representative will discuss the parameters of their of tree-cutting policy.</p>

			<content:encoded><![CDATA[<p>The GOCA meeting will have a number of speakers this month:</p>
<ul>
<li>A representative of the Montgomery County Division of Highway Services will attend in order to discuss street paving issues in Olney.</li>
<li>The Police Department will be presenting a proposal for improving their bicycle program in the area.</li>
<li>The owner of the property along Norbeck, where the golf driving range is now, will address proposals that replace the former plans by Winchester Homes for that site.</li>
<li>Also Greater Sandy Spring Green Space will present an introduction to their programs in the community.</li>
<li>Finally, we will be discussing the State Highway Administration&#8217;s response to a number of traffic and pedestrian safety issues that GOCA has brought to their attention and vote on the ambulance fee resolution.</li>
